Laws for serving beverages are different in each city and it would be best to go ask someone who actually OWNS a bar to get your most clear answer. In most places however, there is no such thing as a "bar tenders license." Usually its just a fancy title showing that you paid too much money to take a pointless online course. Read a book if you want to know how to make drinks, practice some flair, and get good at reading lips. But first, ask a Bar Owner.
